2004年起，英國在台辦事處所設的英國文化協會（British Council Taiwan, BC），在台北信義區，設立第一個英語教學中心，開始聘用來自英、美等國外籍專業教師，來台從事英語教學工作。經過20年發展，英國文化協會（BC）在台灣所營運的英語教學中心已擴張到學生人數約2,000人，聘僱教師約五十人，並擁有包括信義、天母石牌與松山三個營業據點。預計設立於林口的第四個教學中心，也正籌備中、即將成立。但讓人難以置信的是，受僱於BC英語教學中心教師們，因喜愛台灣的人文風情與環境，千里迢迢遠離家鄉來台，盡心盡力提供台灣學生最優質的英語教育，但過去20年來的薪資，竟完全沒有任何調漲！同期間，消費者物價指數漲幅已達25%。在考量通膨下，BC英語教學中心老師過去20年遭「實質減薪」25%！
對比教師20年薪資凍漲， BC英語教學中心在台灣的營運，卻呈現驚人獲利！BC英語教學中心在台灣的營運已連續六年毛利率高達25％以上（2019至2021年甚至接近40％）！另外，BC對英語教學中心對學生/家長所收取的學費，從2016到2024年，漲幅更高達35%。
也因此，英國文化協會的教師於去（2023）年9月起，過半數集體加入高教工會並成立分部，針對薪資等勞動條件依法要求與BC資方進行團體協約協商。這也是台灣首次出現外籍英語教師組織工會爭取自身勞動權益！歷經四次協商後，BC資方堅持不肯針對工會訴求（特別是薪資調整）提出合理對案，因此，工會BC會員一致決議將規劃一系列行動，加強力道、爭取合理待遇。

Teachers at British Council Taiwan unionise to demand fair pay
Teachers at British Council Taiwan (BCTW) joined the Taiwan Higher Education Union (THEU) and formed a branch after 20 years of management ignoring requests to increase salary scales to deal with cost of living increases. So far there are 2/3 teachers of British Council Taiwan have joined the union. Most of them are highly qualified foreign teachers who come from UK, USA or other English-speaking countries. That is the first time foreign English teachers in Taiwan unionise to fight for better working conditions.
THEU are holding this press conference to encourage management to return to negotiations with a more sincere intention of reaching an agreement. The union is ready to take a series of actions if they do not receive offers that the members of British Council Taiwan consider fair and reasonable.
